Springfield panel advances justice center impact fund
The Springfield City Council's Finance Committee voted to send forward a resolution on Springfield Regional Justice Center impacts.
Select Board · Meeting of May 15, 2026
SPRINGFIELD — The Springfield City Council's Finance Committee voted to send forward a resolution on Springfield Regional Justice Center impacts. Councilor Zeta Govan chaired the session, with resident Karen Lee reading the draft resolution she helped develop, which calls for a coordinated framework and possible dedicated fund to address municipal impacts from the courthouse project over its roughly 40-year lease term. Attorney Shea cautioned that city revenues generally must go to the general fund absent a stabilization fund.
Govan cited unfulfilled promises of tax relief tied to MGM Springfield and cannabis revenue as reasons for pursuing a dedicated account this time, saying "we have not had tax relief." Councilor Davila questioned how city revenue would even be generated if a private developer, not the city, collects rent from the state. The committee voted 2-0 to advance the resolution to the full City Council.
