Select Board · Meeting of October 27, 2026

Springfield's City Council Sustainability and Environmental Committee reviewed proposed edits to a draft Urban Woodlands Ordinance but took no vote. Councilor Victor Davila chaired the session, where SCAN member Jay La Torre argued the draft lets the Urban Woodlands Commission waive "up to 100% of the cost" of tree-removal fees and urged a cap. City Forester Alex said his division has just two administrative staff and six arborists, calling nine to 12 arborists an "ideal complement" to enforce a more complex law.

Councilor Frances pushed to change fee-waiver language from "shall" to "may," while SCAN's Brian Skelly proposed a definition of "climate change mitigation" for the ordinance. The Law Department will revise the draft and the committee will reconvene November 9 at 4 p.m., with Alex asked to draft a budget estimate for the proposed seven-member commission.
