Springfield's City Council Public Safety Committee heard from 17 Shannon Grant-funded youth violence prevention groups after a councilor's social media post questioned their accountability. Councilor Jerry Martin chaired the session at Council President Tracy Whitfield's request; Police Grant Administrator Kyla Raymer said she expanded the partner roster from 13 to 17 despite a citywide funding cut, including a 31 percent reduction to the Salvation Army's $67,000 annual grant. New North Citizens Council said cuts forced it to reduce youth served from more than 100 to 41.
Public commenter Charles Stokes pressed providers on whether any program reaches active shooters or drug dealers on specific streets. YWCA CEO Elizabeth Dineen told Councilor Justin Hurst, whose post sparked the review, "I think when you put a post out like that, I would respectfully ask that you think about how it's perceived." Raymer said she now tracks partner accountability that "did not previously exist" under prior administration of the grant.
