SPRINGFIELD — The Springfield City Council voted 12-0 to advance a new ordinance overhauling fines for illegal dirt bikes and ATVs. Council President Whitfield sponsored the measure, which replaces a flat $300 fine with a graduated schedule and adds a youth diversion program, then sent it to the Public Safety Committee. Councilor Victor Davila described roughly 50 dirt bikes blocking a Boston Road intersection at 10 p.m. and recalled a Forest Park motorist beaten by riders, saying "I have no sympathy" for offenders.
The council also approved $1,246,635 in state aid for water and sewer repairs at the Boston Mobile Home Park and a $425,000 grant for Hubbard Park's splash pad. Pat Roach told councilors Springfield Public Schools faces a net $2.8 million shortfall from rising charter assessments, even as the council accepted a $483,257 charter tuition revenue increase.
