Springfield council panel advances parking permit rule
Springfield's City Council Economic Development Committee voted unanimously to advance a zoning change requiring a special permit for new downtown surface parking lots.
Select Board · Meeting of June 8, 2026
Springfield's City Council Economic Development Committee voted unanimously to advance a zoning change requiring a special permit for new downtown surface parking lots. Chief Development Officer Tim Sheehan told councilors Katie Walsh, Justin Hurst and Bruce that surface lots make up "over 40%" of parts of downtown and are "not the highest and best use" of the land. The committee separately discussed, but did not vote on, raising the threshold that triggers council review of multifamily housing from 10 units to 50, a change Sheehan said would move more than half of the city's roughly 700-unit development pipeline to Planning Board-only review.
Hurst said he worried about "losing the vibrancy of the discussion and the checks and balances" councilors use to question developers on minority-contractor hiring. The housing threshold item was continued to a future meeting after staff found its public notice may not have been properly posted.
