Springfield's City Council subcommittee pressed staff on a two-month delay clearing an illegal dumping site on Orleans Street.
Select Board · Meeting of May 26, 2026
Springfield's City Council subcommittee pressed staff on a two-month delay clearing an illegal dumping site on Orleans Street. Chair Victor D'Avila and Council President Tracy Whitfield questioned code enforcement officer Michael Jacob and Sergeant Catelier on why fines, which ranged from $100 to $500 under city ordinance, took weeks to escalate even though state law allows penalties up to $5,500. Clean City crew lead Tom McCarthy said his five-person team has cleared public dumping sites 358 times this month, more than 4,000 times a year, at a running cost near $60,000 so far in 2026.
Jacob, who visited the site himself, asked "what are they going to do, sue the city for cleaning up their mess?" D'Avila said he will follow up with the law department within a month.
