Conservation Commission amends two enforcement orders, sets spring deadlines for remediation plans

EAST LONGMEADOW — March 25, 2026 — East Longmeadow Conservation Commission amended two enforcement orders and directed a farmer to formally permit an unpermitted stream crossing at its March 25 meeting. The commission voted unanimously to amend Enforcement Order GO2025-01 covering a stream alteration at 633 to 759 Summers Road, setting a May 13, 2026 deadline for the property owner to file a Request for Determination of Applicability covering both the existing 24-inch twin culvert crossing and a proposed driveway apron, with an expected appearance on the April 22 agenda. Commission member Tom O'Brien said the installation appeared well-stabilized and called himself "pro farm," noting the access serves an active sheep operation that is blocked from its other crossing by gas company utility work 60 to 70 percent of the time. The commission also unanimously amended Enforcement Order EO2025-05 against the Stop & Shop plaza LLC at 406 to 446 North Main Street, now requiring a management plan to prevent further dumping in the brook behind the complex, with an April 22 deadline — roughly a year after a prior cleanup at the same site.
