Zoning Board Hears Appeal Over Disputed Commercial Use on North Loomis Street

SOUTHWICK — June 22, 2026 — Southwick's Zoning Board of Appeals heard a contested appeal Monday over whether a nonconforming concrete manufacturing use at 351 North Loomis Street has been legally abandoned. Attorney Patrick Miller, representing abutters including Stephanie and Will Price, Willie Soberman, Beth and Seth, and Sharon Antico, told the board that Westfield water records dated April 27, 2026 show the property has had no water service since November 2020 — making concrete production impossible and, he argued, triggering the town bylaw's three-year discontinuance rule. Miller said a 2024 building inspector letter allowing the use to continue carries no legal weight because abutters received no notice and had no opportunity to appeal. Neighbors testified that equipment now on the lot — including two excavators, a rock processor, snowmobiles, and paving rollers — has no connection to the original concrete and septic tank operation run by Kellogg Brothers for 18 years. The board closed public comment but did not vote.
