Westfield Finance Committee Votes to Cut $1.5 Million, Targeting 2.5% Tax Rate
City Council · Meeting of June 15, 2026
Westfield Finance Committee advances $1.5 million cut package to push tax levy toward 2.5 percent. The three-member committee — Councilors Kanapik, Cindy Harris, and Dan Bean — voted Monday to recommend five reductions against the mayor's proposed 4 percent property tax levy increase, with all items heading to a full City Council vote Wednesday. The largest cut, $637,009.44, comes from the health insurance appropriation, with the committee accepting a 12 percent contribution rate over the trust's 3-to-2 vote for 15 percent.
A $598,462.76 reduction to the engineering account, a $127,027.80 cruiser purchase cut leaving two of four budgeted police vehicles in place, and the full elimination of both the $170,000 proposed assistant fire chief position and the $50,000 remaining in the mayor's economic development account round out the package. Kanapik's multi-year fiscal model, revision 18, projects a $4.486 million structural deficit by FY31 at a sustained 2.5 percent levy, versus a $2.164 million surplus in FY30 at 4 percent, a tension the committee acknowledged but did not resolve.
