The Westfield Athenaeum's director said the library faces a structural $31,000 funding gap after the state's 13 percent materials mandate reduces available staffing dollars, and that three candidates declined job offers in the past year due to below-market salaries. Emergency Management Director Gibbons presented a $30,003.51 budget, a 1.7 percent increase, built around a switch from RAVE Alert to Code Red for citywide emergency notifications.
