Springfield Finance Committee delays $100,000 housing grant over city clerk's nonprofit role. Councilor Hurst said he contacted the state Board of Ethics on Friday and expects a written opinion within about a week on whether the council can approve the grant to New North Citizens Council, whose board president is City Clerk Gladys Loyal. Attorney Scott Foster said the money would go to BELLA, a nonprofit LLC wholly owned by the organization, "not even" to Loyal, calling BELLA "an alter ego" of the nonprofit with no separate tax ID.
Developer Matthew Zeller pegged the Brightwood Elementary School housing conversion at over $40 million, with a state pre-application due September 24. Resident Stokes cited Massachusetts General Law Chapter 268A on "appearance of conflict," while Attorney Wilson countered that the clerk's ministerial role exempts her from recusal requirements. No vote was taken.
