SPRINGFIELD — Developers passed over for the state's estimated $2 billion redevelopment of the Roderick L. Ireland Courthouse have filed a legal challenge to the winning bid, and Gov. Maura Healey is publicly defending her administration's choice as the dispute moves into court.
