SPRINGFIELD — The Springfield Conservation Commission approved Orders of Conditions for a new medical office building on Main Street and a five-year Forest Park pond maintenance plan. Engineer Rebecca Lee of LeBeck Associates presented a 3,600-square-foot medical building near the Chicopee River with a subsurface infiltration basin for runoff; commissioners voted 6-0 to approve it. Jackie Claiborne of HGCA outlined mechanical vegetation removal across four Forest Park ponds, including Amphitheater and Barney ponds, which commissioners approved 6-0 with special conditions requiring equipment matting and advance neighbor notification.
Resident Colleen Winnegan told commissioners "last fall was the most painful thing I've ever witnessed," describing repeated lawn-waste dumping into Watershops Pond. The commission also closed a hearing on Amtrak's routine rail-corridor vegetation plan, issuing a positive determination of applicability.
