HAMPDEN — April 22, 2026 — Hampden Planning Board continues Dunkin' Donuts special permit hearing amid traffic and stormwater concerns. The board, chaired by acting chair Pat Coyne in place of absent Chair Madison Pixley, heard a two-hour presentation Wednesday on Salmar Realty LLC's application for special permits to operate a Dunkin' Donuts drive-through and a retail establishment at 2 Summers Road, at the corner of East Longmeadow Road — an intersection that the applicant's own traffic study shows already operating at level of service F during afternoon peak hours without the project. Highway Superintendent Mark Langone, in a written comment read into the record, opposed any stormwater overflow into the town system and called the single-day traffic count "inadequate," asking the applicant to expand the study to include school dismissal hours and to explore combining the East Longmeadow Road driveway with those of the adjacent plumber and planned self-storage business. Peer reviewer Tynon Bond flagged at least 14 stormwater and zoning deficiencies, including an unresolved public water supply well location and a site partially within the town's Zone 1 wellhead protection area. The hearing was continued by signed agreement to May 27, 2026, at 6:30 p.m. at Town Hall.
